2012 Consultation process
During July and August of 2012, the COAG National Licensing Taskforce progressively released consultation packages for each Wave 1 occupation. Comments on the packages closed on 12 October 2012.
The consultation package included a Consultation Regulation Impact Statement (RIS) for each occupation and accompanying draft legislation, including national regulations.
Consultation RISs
The Consultation RISs examined the impact of replacing the current diverse state and territory licensing of the four occupational areas with the proposed national licensing approach. They included details of proposed licence categories, scopes of regulated work and qualifications.
The Consultation RISs were released to encourage feedback on the scope and scale of the proposed changes, the impact on licensees and businesses, and the durability and merits of the reforms.

3,591 submissions were received:
- 802 submissions on the property occupations consultation RIS.
- 1,106 submissions on the electrical occupations consultation RIS.
- 332 submissions on the refrigeration and air-conditioning consultation RIS.
- 1,339 submissions on the plumbing and gasfitting consultation RIS.
- 12 submissions related to the legislation.
